In Batavia Castle on October 15, 1663, Dutch ships fired cannons at settlements near a cliff, causing people to flee. On April 14, a yacht returned to the fort and was sent to Lifau on April 20 where Portuguese and Macassarese vessels were loading sandalwood. At Lifau, they found two vessels in a river and a 20-ton junk near the shore. The Dutch captured the junk and sent it to Kupang, where it was declared a prize and converted into a sloop because it had no permit, though the captain claimed it belonged to Karaeng Sumanna of Makassar. The captain also mentioned that a vessel belonging to the King of Makassar had wrecked at Lifau three months earlier, and a large junk owned by Francisco Vieira was stranded between Lifau and Mena. Vieira had been there 10 days earlier but fled to Larantuka upon hearing of the Dutch arrival. The Dutch burned the stranded 130-ton junk, which prevented the Portuguese from transporting their stockpiled sandalwood that year. The Dutch then visited Alor, Lamamkera, Congo, and other places. At Larantuka, they found two 8-10 ton vessels under gun protection and a 40-50 ton beached junk they couldn't reach. In late May, these vessels returned home to Jepara and Bantam with cargo of wax, sandalwood, and slaves. The yacht Nieuwenheve arrived at Fort Henricus on Solor on May 4. They learned Francisco Vieira had left for Makassar just four days earlier with a junk full of sandalwood. There was disagreement about whether Vieira had a permit from merchant Barra. At Lammasala, they found two vessels from Makassar and Bima which were left alone as they had permits. The yacht returned to Kupang on May 15, went out again on June 9, and returned unsuccessfully on June 29. On July 21, it departed for Bima, stopping at Solor to pick up the Lamamkera chief and his followers, and received a letter from Princess Juna Chili for the Governor-General. Multiple expeditions for copper were unsuccessful, with only three mineral stones brought back from Sonbai. The Portuguese had occupied and destroyed everything in the area. The people of Sonbai, Amabi, and Kupang built a fence around Fort Concordia at their own expense. The fort was improved with stone battlements, a powder house, guardhouse, warehouse, and living quarters.
