There shall ve reciprocat treedom of commerce between the British dominions and the Republie of Liberia. he subjects of Her Britannie Majesty may reside in and trade to, ang part of the territories of the Republie to which any other toreigners are or shall be admitted. They shall enjoy tull protection tor their persons and properties: they shall be allowed to buy trom and to sell to whom they like, without veins restrained or prejudiced by ang monopoly, contract, or exclusive privilege of sate or purchase watever: and they shall moreover enjoy all other rights and privileges which are or may be granted to any other toreigners, subjects or citirens of the most tavoured nation. The citirens of the Republie of Liberia Shall, in return, enjoy similar protection and privileges in the dominions ot Her Britannie Majesty. AAr1o1R M1. Vo tonnage, import, or other auties or charges, shall ve levied in the Republie of Liberia on British ressels, or on soods imported or exported in British vessels, begond wlat are or may be levied on national vessels, or on the like 5oods imported or exported in national ressels; and in like manner, no tonnage, import, or other duties or charges, shall be levied in the British dominions on ressels of the Republie, or on soods imported or exported in those vessets, begond what are or may be levied on national vessels, or on the likte goods imported or exported in national vessels. AAxo1RN. Merchandire or goods comins trom the British dominions in any vessel or imported in British vessels trom ang country, shall not be prohibited by the Republie of Liberia, nor be subject to nigher auties than are levied on the same kinds of merchandire or goods comins trom ang other toreign country, or imported in any other vessels. All articles the produce of the Republie may be exported theretrom by British subjects and British vessels, on as lavourable terms as by the subjects and ressels of ang other toreien country. AAro2R V. It veins the intention of the Covernment of the Republie ot Liberia to trade in certain articles ot import, with a vieu to raisins a revenue by sellins them at a tixed advance apon the cost price, it is hereby agreed that in no case shall private merchants be absolutely prohibited trom importins any of such articles, or ang article in wich the Covernment of the Republie may at ang time see tit to trade: nor shall such articles, or any article in wlich the Covernment of the Republie may at ang time see tit to trade, ve subject to a auty ot a greater amount than the amount of the advance apon the cost price at which the Covernment may trom tine to time ve bound to sell the same In case the Covernment of the Republie shall at ang time tix the price of any article of native produce, with a view to such article beins taken in payment tor any articles in wlich the Covernment may trade, such article of native produce shall be received into the Treasury at the same tixed price, in pay. ment of taxes, trom all persons tradins with the Republie. ABrio1R V1. The protection of the Covernment of the Republie shall ve afforded to all British vessels, their officers and erews. Hang such vessels should be wrecked 3 on the coast of the Republie, the local authorities shall suecour them, and shall secure them trom plunder, and shall cause all articles sared trom the wreck to be restored to their lantul onners. The amount of salvage dues in such cases shall be regulated, in the event of dispute, by arvitrators chosen by both parties. AArro2R vi. it veins the intention of the two Contractins Parties to vind themselves by the present Treaty to treat each other on the tootins of the most tavoured nation, it is hereby agreed between them, that any tavour, privilege, or immu nity whatever, in matters ot commerce and navigation, wlich either Contractins Party nas actually granted, or may hereatter grant, to the subjects or citirens of any other State, shall be extended to the subjects or citirens of the other Contractins Party, gratuitously, il the concession in tavour ot that other State shall have been gratuitous, or in return tor a compensation as nearly as pos sible ot proportionate value and effect, to ve adjusted by mutual agreement, it the concession shall have veen conditional. AAriotR vii1. Pach Contractins Party may appoint Consuls tor the protection of trade, to reside in the dominions of the other: but no such Consul shall enter upon the exercise of his tunctions until te shall have veen approved and admitted, in the usual torm, by the Covernment of the country to which te is 5ent. AARoLR IR. Slavery and the Slave Trade veins perpetually abolished in the Republie of Liberia, the Republie engases that a law Shall be passed, declarins it to ve piracy tor any Liberian citiren or ressel to be engaged or concerned in the Slave Prade. The Republie engages to permit ang British vessel of war wlich may be turnished with special Instructions under the Treaties between Creat Britain and toreign Powers tor the prevention of the Slave Trade, to visit any vessels Sailins under the Liberian Has, wich may, on reasonable grounds, ve suspected of beins engaged in the Slave Trade; and il, by the result of the visit, is should appear to the officer in command of such British vessel of war that the suspicions which led thereto are well grounded, the ressel shall be sent without delay to a Liberian port, and shall be delivered up to the Liberian authorities, to ve proceeded against accordins to the laws of the Republie. AAroLF R. The Republie of Liberia turther engages to permit any British vessel of war which may be turnished with special Instructions as atoresaid, to visit, on the coast within the jurisdiction of the Republie, or in the ports of the same, any vessel wich may be suspected of beins engaged in the Slave Trade, and which shall be tound sailins under any las whatever, or without any Has: and it the suspicions wlich led to the visit should appear to the officer in command of such British ressel of war to be well grounded, to detain such vessel, in order to send it as soon aes possible betore the competent court tor adjudication. Duly constituted ports of entry in the Republie of Liberia Shall ve excepted trom the operation of the stipulations of the present Article: and n0 ressel shall be visited by a British cruizer within the limits of such ports, except on permission specially granted by the local authorities.
