On December 1, 1891, the Minister of Colonies submitted a report about N. L. Blogg, who was a quartermaster adjutant non-commissioned officer in the Military Administration. The Governor-General of Dutch East Indies had made a decision on October 6, 1891 in Buitenzorg that allowed Blogg to receive two payments at the same time: his regular military salary and a pension of 480 guilders per year. This pension, which was originally granted on July 8, 1891, would be paid starting from September 1, 1891. The money would be paid to or for the benefit of his wife and minor children. The Queen Regent authorized the Minister to proceed with this arrangement.
