In 1791 runde Majoor Pilon voor eigen rekening een omvangrijke affuitenmakerij in Batavia. Hij had daarvoor een groot aantal ambachtsslaven in dienst. Materiaal werd hem tegen kostprijs door de VOC geleverd. De betaling was ondoorzichtig, naar huidige normen weinig integer. De Defensie Commissie adviseerde de constructie stop te zetten en de aanmaak van affuiten openbaar aan te besteden. Hoge Regering had bezwaar: men was feitelijk afhankelijk van Pilon en eerdere aanbestedingen waren steeds mislukt. Majoor Pilon ontwierp een plongeeraffuit voor toepassing op Banda en in Ceylon. Pilon moet met de affuitenmakerij een groot kapitaal verdiend hebben.Bron: NA 1.01.50 Stadhouderlijke Secretarie, No. 1928.
