18. In the absence of hollow iron masts or other means of ven-
tilating the hold, there shall be fitted at least four coul-headed tubes
sot a Size to be approved by the Port Officer) leading from the low-
er hold to the open air on the upper deck.
19. Every cows-headed tube shall be provided with a strong
plus tor use, is necessary, in vad weather.
20. Such provision shall be made for affording light to the
between-decks as the circumstances of the case may, in the judg-
ment of the lort Officer, require. The pilgrims shall, moreover,
have the tree and unimpeded use of the whole of every hatchway
situated over the space appropriated to their use, and over each
hatchway there shall be erected such a booby-hatch or other sub-
stantial coverins as shall, in the opinion of such lort Officer, afford
the greatest amount of light and air and of protection trom sun and
wet as the case will admit o1.
21. The between-decks and upper deck of every pilgrim ship
shall be either of wood, or ot iron or steel covered with w0od, 50
tar as concerns spaces reserved tor the conveyance of pilgrims.
22. Fach hatchway shall be provided with a large tarpaulin tent,
which can, in bad weather, bespread well over it and securely tasten
ed, 50 as to reep out rain and let in tresh air, and in fine weather
be rolled up and put out of the way; and shall, except where ar-
rangements exist tor lowerins the derrick boom in a way which will
serve the purpose, also be titted with a strons iron or wooden
A-shaped frame for the support of such tent.
23. Every pilgrim ship shall have poop, quarter deck, waist and
torecastle awnings complete and in g00d order, and six windsails
distributed as the Port Officer may direct. The awnings and wind-
sails shall be kept up so long as the weather does not render this
impossible.
24. Strons ladders, 24 teet wide, with handraits ot a convenient.
height, shall be provided for every hatchway used as such and not
merely as a ventilator; and, as additional means tor women and
children to hold on by, knotted hand-ropes shall be lastened con-
veniently near the ladders.
25. Hooks tor hanging the required number of lanterns shall be
tixed at convenient distances apart.
26. The space to be occupied by pilgrims must be kept clear
from obstruction of any kind whatever, and thoroughly clean and dry;
and nothins, except lite-belts with the consent of the lort Officer
given under Rule 15. shall be slung up or stowed away between the
beams. Every day, while the pilgrims are on deck, the between-
decks shan be carctully cleaned and scrubbed with dry sand mixed
with suitable disintectantst

27. Bamboos, ropes or strons raits shall be securely tastened
tore and alt to the midship stanchions on the between-deck.
28. No timber or cargo of any kind, and only the necessary
tittings properly secured, and livestock tor consumption on the
voyaze, Shall be allowed on the upper deck, or such part thereot
a5 15, in accordance with section 19. exclusively reserved tor the
pilgrims.t
29. A set of water-vessels, such as buckets and tin mugs, re-
quired by topases or others for use in the latrines, shall be exclu-
sively set apart for such purpose; and they shall be marked or
painted 50 as to be clearly distinquishable trom those used tor cook
ins or drinkins purposes.
Food, Fuel and Water Supply.
30. Every pilgrim ship shall be supplied in accordance with the
sollowing scale with food, suel and water, of good quality, conveni-
ently stored and in quantity sufficient to supply the pilgrims on
board durins the intendea voyage sincludins such detention in
quarantine as may be probable:
For each pilgrim daily-
Rice.
Flour or ship 's biscuit,
Pulse, dal1.

In the case of drinking-water, the allowance hereby prescribed
shall be provided tor each pilgrim irrespective of his a5e:
5al.
Provided always that in ships titted with distillins apparatus
which nas been approved by the Board of Trade or by the Port
Officer within twelve months of the proposed service and which is
capable of condensins within 24 hours 1000 gallons of cold pure
water tit to drink immediately it is draun trom the titter, only
onehalt ot the above quantity of water need ve carried.
A table of the rations of tood and water, in Malay and Javanese,
shal be posted up in a public place on the ship to be approved of
by the Port Officer.
31. Excepting suel and water, which shall always be found by
the ship, the articles in the above scate need not be provided tor
those pilgrims who have satisfied the Port Officer that they have on
board tood sufficient tor their oun u5e.
32. Every pilgrim ship shall, in addition to the requirements of
the two last toregoins kules, have on board, either as cargo or stores,
tood sufficient, in the opinion of the lort Officer, to provide tor the
pilgrims in the event of an accident to the ship's machinery.
r Pilgrims should be encouraged touse the upper deck as much as possible.
