On the motion of the Acriwe Cotoviai Takasvlkk, seconded by the Auviron-
Grutkat, the Bill to amend The Civil Procedure Ordinance 1878 is re-committed.
Clause 3- In the eleventh line, the word orl is deleted after the word ' plan-
cation and the words of Federated Malay States are inserted after the word
il place.
In the titteenth line, the words: Judge andt Court are transposed.
The bill is reported with amendments, and read a third time and passed, ana
numbered Ordinance V1of 1898.
On the motion of Mr. Buxxinstaw, seconded by the Cotoniai Evawetk, the
Bille tor extendins the objects of the New Harbour Dock Company Limited is read
a thira time and passed, and numbered Ordinance V11 of 1898.
On the motion of the Acriwe Cotoviat Tkkasuetk, seconded by the Cotoviat
Evowrtk, the bill to amend: The Defence Contribution Ordinance 1896. is read a
thira time and passed, and numbered Ordinance V111 of 1898.
The Council resumes consideration in Committee on the Bill. relatins to Lepers:
Clause 1is passed.
Clause 2. lhe words t in whom the process ol ulceration has commencedare
deleted.
The clause as amended is ordered to stand over.
Clause 3. - In the second line, the words by a leper are inserted after the
word: on:

Clanses 4, 5, 6, 7, 8, 9 and 10 are passed without amendments.
Clause 11. On the motion of Dr. Lin Boor Kewe, the words who is not a
native of the Settlement at which te proposes to land are inserted atter the word
i leper in the first line.
The clause as amended is passed.
Clauses 12, 13, 14, 15 and 16 are passed.
Clause 17. On the motion of Mr. Bunxinstaw, the following sub-clause, to be
lettered se, is inserted:
se. The appointment of the Officer in charge of such Asylum:
Subclause se is re letterea 1f1.
Sub-clauses sal and s6 of the proviso are re-lettered (5) and s21.
The clause as amended is passed.
On the motion of Mr. Bunxinstaw, the tollowing new clause, to be numbered
18, is inserted:
18. Ontess and until a rule ve made under sub section ot section 17 every
, Leper Asylum shall be visited by the Colonial Secretary or by some other Officer
appointed by the Governor once at least in every six months.
This is agreed to, and the clause is passed.
Clauses 18, 19, 20 and 21 are re numbered 19, 20, 21 and 22. and passed.
The bill is then reported with amendments.
On the motion of the Acrive Cotovial Tkkasuxkk, seconded by the Auviron-
Grwrkat, the Bill to amend' The Pilgrim Ships Ordinance 1897. is read a second
time.
The Acrive Cotoviat Ixkasuurk addresses the Council and moves the sus-
pension ol the Standins Orders.
The Cotoviat Ercieta seconds the motion.
Mr. Buxxiustiawand the Drvorr Govexvor address the Council.
the motion is agreed to, and the Council soes into Committee.
Clauses 1, 2and 3are passed.
Clause 4. In the tourth line, the word the is inserted betore the word
t'upper and the word 'are is substituted for the word t is atter the word
,deck in the principat Ordinance.
Clauses 5, 6, 7, 8, 9, 10 and 11 are passed without amendments.
The bill is reported with amendments, and notice is given that it will be read a
third time at the next meetins of Council.
On the motion of the Acrive Cotoviat Thrasuntk, the Council adjourns till
Tuesday, the 271h September.

of the Executive Council that the Said Taw Liawe shall be, and he is hereby
banished from the Colony for the period of his natural life, but this Order
