Staxex CoMMrEEE appointed tot consider and Report upon the Canses of the Dxexxorariox of the Patcx of Stvxk, and the Effects of such Dxexxcrartor upon the Exouavar between India and England; Havr considered the matters to them reterred, and have agreed to the tollowins RtPOkP:- Loon Committee nave, throughout their proceedinss, Steadily kept in view that they were simply charged with an inquiry into the causes of the tall in the value of Silver and its effect on the Indian Eixchanse, and that the ques tions reterred to them did not include an investication as to what measures, it any. legislative or administrative, misht be contemplated as expedient or neces sary under the circumstances. The condition of the Silver market nas siven rise to many speculations on the possibility or necessity ot action veins taken by various countries with respect to their curreney, but pour Committee, veins of opinion that their tunc tions did not extend to the consideration of such sussestions, retrained trom examinins witnesses on this branch of the subject. In their inquiry into the matters actually reterred to them, they have a150, as tar as possible, avoidea the examination ot merely speculative views: vut in many cases, in the absence ot authoritative statisties, they have veen compelled to tate estimates into their consideration which were more or less matters ot opinion. Pour Committee applied to the toreien Office to procure tor them official Appendix 20. statisties trom varions toreien countries on the morements ot the precious metats, and on the stocks of Silver coined and in circulation. Their labours have veen Appendix 21. sreatly assisted by the very important information thus obtained. the despatches trom Her Majestys representatives at Paris, Berlin, Washinston, and Brussels have veen especially valuable. The most important lapers supplied have veen printed with the lridence, vut in many cases they were too voluminons tor this to be done. The Imperial Cerman Covernment courteously sent a complete set ot all official printed documents vearins on the recent changes in the lans on curreney and on bankins, includins the steno. graphie Reports of the Parliamentary Debates thereon. The French Covern ment, besides the statisties printed in the Appendix to this Report, turnished the Minutes ot Proceedinss (proces verbaux of the recent Conferences of the members of the Latin Monetary Union, and have tacilitated the inquiry ot pour Committee in every way. trom belsium pour Committee receired a set of elaborate and nichly valuable documents, entitled Documents Mone. taires, collected and published by M. Malon, Minister of Finance, and now Premier in that country, and presented by him to the Belhian Parliament. Mhey hare speciat reterence to the Silver question. Pour Committee recommend that all these volumes and papers, though not includea in the printed evidence, should ve kept in the Library of the House of Commons. the statisties containea in these toreien documents are naturally siven in the currencies of the respective countries to which they relate.
