The name should be read as "Thor Tholfsen", and his birthplace should probably be read as "Sande Vioer in Noorwegen", i.e. Sandefjord, Vestfold, Norway.
The person may be identified as Tor Tolvsen, born June 30th 1817 at the farm Kamfjord close to Sandefjord, at that time a small town.
